It should, it works for me every time. Another option would be lusrmgr. The application is in C:\Windows\System32\lusrmgr. That is the other place you can go to enable the admin account.
Open the command prompt and type: net user administrator /active:yes . That will unblock the Administrator account. You can block it by the same command changing the "/active:yes" to /active:no.
