Then try re-installing.
If you're still having issues, make sure all MSO are uninstalled. You should use Revo Uninstaller to uninstall all other MSO's on your machine. This is because after uninstalling, Revo will do a different processes and methods to scan for left over files and registry keys, allowing you to remove them for a 100% through removal.
If you've already uninstalled MSO using something OTHER than Revo Uninstaller, then run CCleaner to clean left over registry keys, and try again.
You could even try deleting the entire downloaded installer and let it redownload just for continuity.
I literally just installed MSO 2016 4 days ago on my Dell laptop running windows 10 and my family company had me install it on 10 computers from the beginning of the year and my most recent installation was about 2 weeks ago.
Other things you can try:
You can also try a different network connection [wifi vs ethernet, wifi name 1 vs wifi name 2 vs cellular hotspot / tethering].
You can reboot and try again.
You can try making a new user account, install for all users, remove that new user account, program still installed.
You can also try checking for and letting windows 100% update [which means rebooting after all updates and checking for more until none show up].

I just wanted to say hello as a new member. There's a program called the *Uninstaller" that does delete all parts of it. There's often a file, even a 32-bit program all in a sudden show a 32-bit file that must be deleted, the "click to run" one.
If you can't delete it, boot your machine into safe mode and it should work.
The problem is some leftovers from an earlier installation. Look for a 64 bit "click to run file". If you can't delete it, stop it via device manager, or boot into safe mode.
