can you confirmed with other comp that the painter works on other machine. like does it run?
Also, make sure that your antivirus is off during all the time of the process.
and see if there is your antivirus is targeting the painter file or other files that relate to the installation. See...
When you uninstall the program, so you installed it back
do you, do the following?
do a complete uninstall
delete the root folder of adobe from the C: drive (or whatever named of drive you have it ), it should be like program file x86.
Find the adobe folder and delete
after that
restart the...

and add a block to host file(this will block adobe connecting to your machine by mod your host files)

also it could be many things for getting that error.
But if you can try to decompress that rar file on another computer if you get the same error.
or you dont get that error then just move those uncompress file the machine you are working on
if the decompress rar file also...
try this
uninstall it
reboot
delete from your hard drive (c drive) the adobe folder located at
c>program files(x86)>adobe>acrobat DC
reboot computer
disable your wifi and antivirus
redo the installation ....
extract rar at your desktop,

you will need a lot of luck going around IT ....
cause you will need their admin credential to do any modification and or moving sometimes even folder out of the C hard drive.....
