Here's what I do (works w/Win 11 too).
Right click the icon you would normally use to run the program.
Left click "Open file location". You may have to do this twice as the first click may lead you to a shortcut to the program's main exe file.
Once you have located the programs main exe, left click the exe and then pin to task bar. (Win 11 you must left click "Choose more options" first to be presented with that option.)

Type the name of the program in the task bar search box. You will then be presented with a popup with a link to the program's shortcut box. From there follow the instructions above.
This is not out of a textbook, it was trial and error on my part. Not elegant, but it works.
