Check whether a version of Windows supports multiple languages - Microsoft Support

To check if your Windows version supports multiple languages, go to Settings > Time & Language > Language. If you can add new languages and set a display language, your version supports multiple languages. If you see a message like “Windows Single Language,” then it’s limited. You can also check under System > About for edition info—Home Single Language editions don’t support adding full display languages.
