Photoshop 2023 "hmm...your internet access is blocked"

So I got Photoshop 2023 and installed it as per instructions (without internet) and it all worked fantastically.

However, when I tried using it tonite, it stopped working and a pop up came up "hmm...your internet access is blocked"...how can I stop this from happening?
 
I think I may have worked it out myself!

Firewall Advanced Settings:

-outbound Rules
-New Rule
-Program:C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe
-Block The Connection
Etc

Just in case anyone else has that problem! ( Don't use Microsoft Edge for anything lol)

I don't understand how to instal lthis, I turned of internet, dropped the 2 DLL's (dvaappsupport.dll and SweetPeaSupport.dll) from the "required folder" into the program installation folder here c/program files/adobe/adobe photoshop 2023. What do I do next? TIA

i did this and its still not working any idea why. i tried blocking photoshop aswell from making any outbound requests
