setting up USB for xp install?

I was wondering how i setup the files on the usb because im used to downloading a program in one zip file not in parts? how do i put it all together? and last time i tried installing xp it didnt setup my modem communication, ether port, pci simple communication drivers. which made it impossible to go online leaving my computer useless. ive seen some legit driver programs on here but not sure which is the best.
