I honestly don't know what to say. I thought Microsoft was a software developer and publisher. Do they own world-wide telemetry to collect related to weather. Weather forecasting is no more than statistical analysis of past data and past outcomes and how it correlates to current conditions. The thing is they are using the same data collected by various trusted sources such as NOAA in the USA. In layman's terms Microsoft is making better educated guesses than the competition using the same commonly available data. So what and how does that relate to the Windows environment?
 
Gotta wonder exactly what they mean by "observational datasets" and the 1.4 billion Windows boxes worldwide. It's already been revealed that other sources are actively harvesting data for purposes unknown to the end users, Tik Tok for example. I am not one of those conspiracy nuts but it's already been proven it's possible and would generate another revenue stream to placate shareholders which seems to be the driving source for businesses these days.
Most businesses have left morals, ethics and trust by their users to do the right thing by the side of the road in search of more profits with the CEO's at the wheel awaiting their big fat bonuses. Governments are aware of this fact and some are at least doing some hand waving to address these business practices.
