Can't run Photoshop CC 2018 19.1.0.38906 (x64)

Hi all

Just downloaded & extracted & tried to run Can't run Photoshop CC 2018 19.1.0.38906 (x64) but I get several exception errors & it doesn't load.
The readme texts suggest trying to install VCRHyb64.exe (to required runtime folder) but a, I don't know where it's meant to go, what runtime folder & b, Windows gives me a security warning & doesn't let me run it.
Would appreciate any help?

I'm also having this issue. No idea what to do. Whenever I run VCRhyb64.exe it eventually just closes with no messages.

i was able to load however the trial count down is active. i edited the hosts file, so now what?
