Windows 10 Windows 10 Mobile Hotspot on PC is not working

Dear Concern, Good day!! Need your help regarding Mobile Hotspot issue. Windows 10 Mobile Hotspot on my PC is not working. After activating the hotspot on my PC I can find the signal on my android mobile. But whenever I try to connect with that Hotspot signal from my phone with proper password, I failed to get any connection. It says "Failed to obtain IP address". Desperately need your help. Please advise what I can do.

Which Android phone do you have, and what version of Android is it running?
