It sounds like you have a crack or patch in the program folder so try excluding the program folder from defender scans
First select Virus Threat Protection, then select manage settings, then select the add or remove exclusions, and in here we select the drive or folder to exclude and then the problem should go away.
Always exclude your download folder otherwise defender will in a blink remove the so called threat and in most cases is not a threat.
