To date, I've always used the built-in Windows Firewall and so far haven't had any issues really, but it becomes quite tedious when installing a new package whose outbound access needs to be blocked--especially if you're not quite sure which components specifically need to be blocked. Of course, when in doubt block 'em all. Again, tedious, not the end of the world to make a new outbound rule for each exe, etc.

Is there a firewall application anyone would recommend that easily would let me block a path's outbound access?

For instance block %programs%\company\*.*

I use TinyWall. It is tiny and super simple. It works with the Windows 7 firewall in Windows 7. Best on Windows 7.
