Hello. When I try and start up my pc it will turn on but all of my desktop apps aren’t there. Then when I try and open apps they don’t appear to open but I can see there open through the taskbar. My windows key won’t bring up the windows search either. I can get it to work if I keep turning my pc on and off for like along time just hoping it works. The only tell I can get when it is going to work when it shows the admin logging in screen in the start up.

Sounds like either you have corrupted files or a damaged O/S.

From the desktop, press the Windows + X shortcut key combination.
Select Windows Powershell (Admin) (or CMD run as Admin)
From User Account Control pop up window select Yes
In the command prompt window, type (or copy and paste) "SFC /scannow" hit Enter
and you are off to the races.

Honestly if that doesn't work I would consider a fresh reload.
Sounds like you still are able to back up all your important stuff. Nothing runs as well as a fresh install. Just make sure you install all the Windows updates before you proceed.
Just my personal preference, I like to install all the drivers from the system manufacturer before connecting to the Internet. The OEM drivers are vetted and sometimes fine tuned for you system.

It's always worth running a drive health check from the drives manufacturer before a reload. You never know and can prevent frustration later on.

I had that once and it runed out to be moisture in the keyboard, try a different one and see if it continues, definitely do the system check. It mat be worth running the Image repair system too. Windows loves glitches.
