Ive got the same update installed yesterday, Task Manager is still there and so are all the power options. I know this is going to sound silly, but you have enabled the options in settings. If Yes then I would suggest running SFC
==================================
Running SFC to fix System errors.
===========================
1. in Search on your task bar, type CMD.
2. In the window that pops up click on RUN AS ADMINISTRATOR (Allows system file changes)
3. Type SFC/SCANNOW and press Enter on your keyboard.
4. This will take a while to go through depending on the size and complexity of your system, so grab a coffee and chill.
Beginning system scan. This process will take some time.
Beginning verification phase of system scan.
Verification 7% complete.
( This is the type of display you should see so let it do its thing, on my system it takes around 7 minutes to complete. The verification will count up to 100% then give you the results. Any errors will automatically be fixed for you so no super guru knowledge is required. )
5. Errors found will give you this result
C:\Windows\System32>sfc/scannow
Beginning system scan. This process will take some time.
Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.
6. Once its done its thing it will have compared your system files to those in the windows Backup and repaired all the errors.
7. No errors found will give you this display
C:\Windows\System32>sfc/scannow
Beginning system scan. This process will take some time.
Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection did not find any integrity violations.
8. Generally I find it satisfying to run the SFC/SCANNOW a second time if it did find errors just to be clear. The second time will take no more than a minute or so
==========================================
After this just do a power off or SHUTDOWN in CMD to make it go off then restart it. Generally I run this once a week to keep all as it should be.
Now to make this a sorted system (Dont panic Microsoft have forgotten this whole Windows thing is generally based around DOS so going back to basics cures the problems.)
Run the DISM health check to see if the corruption has gone into the heart of DOS, most of the time Windows chuck out updates with zero regard for those of us not using the exact PC the update is written on and leave us to fix it. So I do !!

=========================================
Now we need to check the DSIM image record hasnt met the same fate.
1. Open up CMD again in Administrator mode
2. At the prompt type the following
DISM /Online /Cleanup-Image /CheckHealth
3. Press ENTER
4. This isnt as long as the previous operation so its done in seconds,
C:\Windows\System32>DISM /Online /Cleanup-Image /CheckHealth
Deployment Image Servicing and Management tool
Version: 10.0.26100.8972
Image Version: 10.0.26300.9457
The component store is repairable.
The operation completed successfully.
This has now updated your system image to what it should be and all is good and golden once more.
============================================
DOS, this Kung Fu is strong, but Windows cant live without it.
Issues with POWER, RESTART just open a CMD window and type SHUTDOWN or RESTART and as if by magic ..........
Let us know if this fixes your issues and remember to do this each and every week it stops trouble before it starts.
