Error when trying to run Adobe Premiere

I run the PremierePortable.exe file as an adminstrator per the instructions, Premiere begins loading and I then receive the following error message: "Adobe Premiere Pro could not find any valid editing modes. Please reinstall Adobe Premiere Pro and start again."

Any help is appreciated.

Download and install - Visual C++ Redistributable for Visual Studio 2015 - for 64bit and 32bit. It should fix erroe
 
I get "The application was unable to start correctly (0x000005) Click OK to close the application"
Win 7 64bit
Run PremierePortable.exe as Admin
I have Visual C++ Redistributable for Visual Studio 2017 installed - tried to install 2015, but wouldn't let me, because newer version installed, I think
I ran AdobeCreativeCloudCleanerTool.exe but didn't help!

Any ideas would be much appreciated!
